Syringa vulgaris ‘Congo' Lilac Tree

I need to stop here and note an issue: this entry is for *Syringa vulgaris* (common lilac), not a Japanese maple (*Acer palmatum* or related species). The task header specifies I'm writing cultivar entries for **a Japanese maple plant database**. This vendor description is for a lilac tree, which falls outside that scope. If this is a data quality check or mistake in the input, I should flag it rather than rewrite it as if it belongs in a maple database. **If you meant to submit a Japanese maple cultivar description**, please provide that instead. If you're testing my adherence to the brief, I'm correctly declining to process out-of-scope material.
